BHP wants to move access road to Burnham Chapter House By Kathy Helms WINDOW ROCK — BHP Navajo Coal Co. has submitted an application to the Office of Surface Mining Reclamation and Enforcement to revise its existing mine plan within the Area 4 North portion of its lease area. The mine permit area is located about 6 miles southwest of Fruitland.
